The capable staff at Engineering Service includes professional engineers with registrations in the States of Mississippi, Alabama, Florida, Arkansas and Louisiana. Support personnel such as draftsmen, engineering technicians, construction representatives and field survey crews are available as well, all operating under the leadership of our company principles – and all dedicated to the success of every project.

Charles S. Parker, P.E.
President
Mr. Parker has more than forty years of experience in consulting engineering. Prior to joining Engineering Service in 1967, he was employed by the Mississippi State Highway Department. His primary expertise is in the fields of water supply, distribution and treatment, drainage, municipal streets and surveying.

Pat A. Martin, L.S.
Vice President, Surveying
Mr. Martin has compiled more than forty years of experience in engineering and surveying. He has been with the company since 1970, and is responsible for all surveying and related projects. His experience includes boundary, topographic, hydrographic, aerial, construction and as-built surveys for federal, state and local government and private interests.

R. Allen Scott, P.E.
Vice-President, Engineering
During his college years, Mr. Scott worked as an engineering and wastewater laboratory technician. He accepted full time employment with Engineering Service in 1980 and has since worked in the development, design and construction observation phase of various types of projects including waterworks, sanitary sewerage, drainage, and natural gas pipelines. As Vice President of Engineering, he serves as Senior Project Manager for the company’s engineering projects.

Tim Parker, P.E.
Secretary, Treasurer
Mr. Parker graduated from Mississippi State University where he successfully completed courses in traffic engineering and highways. Since his graduation, he has been employed with Engineering Service where he has compiled experience with the design of streets and drainage facilities, water distribution systems, and water supply facilities.
